It's a dream for every IM to have their own affiliate network, it's like taking it to the next level, moving to the next quadrant, but how to start it up from scratch?

I reckon you want to make a program in such a way that advertisers can sign up for commission based sales, and publishers can sign up to make the sales, and you get a commission in between.
You would definately need a good PHP developer who can do the complete website scripting and design for you. and then you can work with an IMer to popularize your service..
You could hire sum1 like that from odesk.com or getafreelancer.com
If you just want to sell 1 product and want to have affiliates sell it for you, then you can have a look at this software. It is easy to install on your server and you can get all affiliates stats, contact them, pay them, everything on a click.
Do check it out, i think you can create campaigns for clients and affiliates can choose to participate campaign-wise, it is quite powerful application.
Once a advertisers campaign is created, banners, emails, text-links can be uploaded for affiliates to use.
The support staff is friendly and i have always had prompt service from them, even if i was reading their help files and directly hit them with a query...
