First, let me get it clear, I'm not going to do it here....

Wanna bump my threads in other forum, what's the best way to set up multiple accounts in forums?

Most forum only allow one account/IP.

Any tips to go around this (under radar)?

Clear your cookie and cache after signing up for one account .
If you need a free source for proxy then use public proxies or tor .
If you are wanna go with paid proxies then use a service like vip72.com . They had a plan for 100 proxies for 10$ for 10 days

Not sure how you could get around one account per ip thing

what's different between proxy and VPN (virtual private network)? which is better?....I mean paid service.

The main difference would be the data sent over VPN is encrypted . Since your main purpose is only to sign up with forums it is would be better to go proxies (elite one's) . Vip72 would be cheaper but the ips from vip72 are from a botnet so usually life of a sock or proxy would be less than 24 hours
