How to check for a domain is penaltied by google or not ?

3 Ways:

1. Webmaster Tools if its manual penalty.

2. Check yourself if you are still ranking for the keywords in the search engines.

3. Write site:yourdomain.com and see if the website is permanently removed from the search engine.

google webmaster tools can tell you if you have some manual action on your site or not. There's no such tool which can exactly tell you what you have got penalty for.
