i want to ask about new sites with google
when google give a new site a good rank ? with the site is do a fresh content and good seo with build backling every day

and when google update backlink ?

Google's Matt Cutts says that backlinks are typically updated every few months however I would not rely on any type of absolute when it comes to Google updating things. With backlinks in particular, if the link is from a reputable site it may get indexed faster. If the link is from a not so reputable site it may take much longer for it to be indexed if it happens at all.

To complicate things further, the location of that link on the website will also affect how it is indexed. If it is a link embedded in a forum post or a blog comment, this may affect the time frame that it is indexed. If the link appears on a dynamic page that uses session ID's, a printer friendly version of a page or some other page that looks like duplicate content to a search engine robot, it may not get indexed.
