i don't have any experience using BH tools with DS But i think rather than using DS, why don't you try to use VPS with high spec. It is easier to manage (like reboot, OS reload, etc.) than DS. Of course you can also buy dedicated line for maximum speed. You can pick one of Windows already VPS or XenHVM VPS and buy Windows license. If i were you, will think a thousand times to go with DS for my personal use, even if i have some more bucks to spend. Except if i really need it.

About DS connection, they're not always come with dedicated line, i think it comes in options whether you want to upgrade to dedicated 10Mbit - 1Gbit connection or not.

They simply monitor their links and either allow their bandwidth to burst or commit to more bandwidth from their ISP. This is the case in many service based environments. Most of companies sell you 100Mbps connection, but not dedicated one.
Dedicated 100 Mbps connection will cost $200-300 per month at least.
