Articles strategy...please help me decide.

I have around 200 articles of 200 words. Keyword+nameofthecity and I would like to know
What is the best...

1.create pages with that keywords
2. Create pages and add 3 articles per page in order to get bigger articles
3.create posts of 200 words and add some text 100 words what it will repeat in every page /post in order to increase the word count.
