You mentioned articles as an example of Tier 1, my question is:

Do you mean articles that you post in your own money site or where specifically?

Are you asking anyone in particular?

A good article if it's for click through will be different to that just for link juice.

For the former, it's a course in itself, for the latter just a readable short essay on the subject of the keyword.

Articles that you post on web 2.0 sites like buzzfeed, blogger, wordpress, tumblr, etc.

For tier 1 you can use articles posted on web 2s, article directories, press release sites, wikis etc. Anywhere that will allow you to leave an article with a link pointing back to your site.
