"Article Submitter Plus + WAC" enough to start a sniper site ?

I don't have enough bucks to purchase some kind of Heavy programs like Senuke. So i am planning to purchase Article Submitter Plus to submit articles to more than 400 article directories, and WAC to generate unique articles, Is that good for a start of sniper site? Surely i will purchase some kind of backlink builder program like Senuke but after i make some money from my sniper site, But I'm asking about the STARTING, do these programs (ASP+WAC) are fine for just the starting ?
