In how many sites does as a unique article can be submitted without being spam or violating copyright laws?

Submit an article only once to an article directory or site. Rewrite or spin the article for submission to other sites. Otherwise you risk Panda penalties. Or, at least, that page is not likely to rank well as it's a duplicate of other pages found on the internet.

but i heard if its your copy right content,you can submit it to 7 different directories.Is that true?

good question.
A copy righted content or article whatever it may be, it can be used in few sources but it should be of different versions of a site. For example,
example.com has a content (title content or description). This site's UK version is example.co.uk and Australia version example.au and Indian version example.co.in both have the same copy righted content and there ll be of no problem having the same content.
And, if it should be used in different sites, you can re-write them as clear and readable and submit in other sites.

If you own the content you can post it anywhere you want (even without spinning it), and you if you have a backlink in it, it will help the search engine rankings for the site that you're backlinking to.
But if you don't spin or change it significantly you will face two problems.
- Some article directories like ezinearticles will not accept the article unless it is completely original. They will check the internet in a similar way copyscape does to see if it's already out there somewhere. If they find it already on the internet the will reject the article for their system.
-The other problem is that if the same exact content is in multiple places on the interenet, the seo value drops. Google will index them but will not value all of them in terms of backlink quality.
