You can perhaps negotiate based on you being able commit to a certain number of articles to be "processed". However, if I was you, I would do the publishing part on my own and not let the freelancer to publish it on my website.

You can search in facebook group there lots of people doing this job at lower rate and if you want you can try paid tool for content humanization
