Pretty much yes. So does posts on high PR blog networks as well. These type of sites have more content + less links = more link quality. That's at least one of the factors. On the other hand look at profile links and blog comments. Blog comment is a useless, spammy line of text with your link in it, not to mention potential hundreds or thousands of other similar comments with links draining all the link juice. Profiles are even worse, almost nothing on the page except the link on the signature and the whole profile page is full of links anyway. (last visitors to this profile page, posts by user, send user a message....etc). I am not saying they're useless at all. Just saying anywhere were you can have a lot of content and just a few links is a juicy place.
