This - Youtube do not count every view. If you set the minimum retention (30 seconds) and have a 5 minute vid, then after the first 300 - 350 views Youtube (which is Google remember) think "Right how come no-one watches 3/4 of this video?"
It decides on 2 possible answers - both of which are bad for you.
1) Your video is shit, people watch a bit of it then turn off
2) You are using a short retention "viewing" service
Either way Youtube STOPS COUNTING!
The views still come - Youtube stops counting them if it looks like this. The typical review level is about 350 views before Youtube do this review. (It varies from 300-400 but 350 is the median)

Shorter videos - If you want 100% retention with a 30 second view - MAKE A 30 SECOND VIDEO OR....
More credits - I think you can use up to 10 credits and get a 5 minute retention view
Finally. get some likes, comments, subs etc but not too many. The Vagex panel allows you to set a limit. So when you put 500 creds into a video say Likes (Yes) maximum 10. Comments (Yes) maximum 5. These cost more credits of course.
Don't go mad with 2000 likes form 3000 views - that's just flagging yourself as a self promoter/bot user/spammer
Vagex is frikking simple. It has run 18 months none stop on my server - never an issue (except sometimes having to update flash I suppose)
