Its funny because prices don't go along with the quality. This only means that you need to triage faster and further to get some results at the right price. The fact that links have a bigger weight on the final results (and at the same time the amount of useless links have grown massively), its making careful link selection one of the most difficult tasks nowadays by far.
 
Guest posts were always a way for SEOs to earn money, more than a way to actually rank other peoples sites. If you know SEO , guest posts are there just to complete your link profile, to be better looking for Google.

Also 95% of site owners buy shitty "guest posts" which are nothing more than spam.

I'd learn how to write good enough content to get it placed in the highest quality or highest traffic relevant pages you can, based on outreach to editorial sites, not by paying for them. Or hire good writers to do it, rather that pay the site to get it posted. That way you can port your relationship with an effective writer from site to site, thus not have to worry about the quality.
