I COULD. But atm when I try to sign up it shows TOO_MANY_REQUESTS or Something's wrong, try contacting our Customer Care. This thing goes on for the 6th day. Using only american and canadian proxies

Yes its possible infact yesterday i created 5 accounts I am not in america and i didn't use any vpn .
On the sign up page click login instead then select google(gmail) complete captcha and that's it you got your number
