Are white hat backlinks still worth the effort?

Done correctly this is by far the most powerful linkbuilding by far. Not cheap nor fast though.

what you're describing is not white hat. White hat means that you never ever ever EVER buy, build, ask for a single backlink.
If you want to do white hat you let other people link back to you on their own accord and only if they want to. What you're describing (doing outreach for backlinks) is as black hat as it gets because YOU are the one building the links, as opposed to other people linking back to you because they want to.
And yes, this (black hat) method of link building still works well when done right. White hat link building works well too, but it takes a lot of time, which is why we usually choose black hat

White hat backlinks are still the best long-term investment, but they make sense only if your site is meant to be around for years. If the site is disposable or high-risk, then the ROI doesn’t justify the costs.
(compared to PBNs or link swaps) – You can’t get 100 white hat links overnight.

Yep, white hat’s slower and more expensive, but it sticks. Guest posts/outreach links age well, survive updates, and build real authority. Long-term, they pay off way better than shortcuts.
