Quality beats quantity but it's ideal to have both.

Depends on the niche imo, low competiton stuff you can rank with a handfull of relevent links, but anything competitive still needs volume aswell as quality. I just check what the top 3 ranking sites have and try to match or beat that.
 
Quality always wins. A few relevant, authoritative backlinks usually outperform hundreds of low-quality links and provide better long-term SEO results.
