Are Uncopyrighted Leaked Songs Monetizable?

There's no such thing as uncopyrighted. Unless you have the written permission of the artist or it falls under CC0 you will always run the risk of receiving claims.
And even if you have the written permission, there can be some agencies that will still claim your video. Monetizing videos with music in them is a pain in the ass.

I mean it as in there is no copyright claims, would YouTube approve the monetization request?

If it hasn't been claimed yet you can try to monetize it. You might run into issues later on though (e.g. monetizing new Drake song that's not officially out yet).

Using leaked content could bring about bigger legal issues than copyright. As for the copyright system on youtube, if it's not added it won't flag, simple. But like @Priince1337 said, later down the road you could face real legal repercussions.
