Are torrents safe to use?

Depends on the country, and what you download. My country for example (netherlands) its not legal but you dont get fined either. In Germany you instantly get a fine for downloading.
 
For using torrents like a normal internet user, no. Just make sure you don't own the torrent site :)

Was asking because there was a rumor going around the neighborhood that someone downloaded something from torrent and they got imprisoned

I believe this is inaccurate. You can get fined for sure in some countries but go to prison? That's too much and it is most likely to happen if you own the tracker.

I don't think so, however torrents almost all of the times are all about pirated content. You can have a private tracker to share files with your friends and nothing will go wrong. The method of sharing the content is not what makes it illegal but the content you share by using this method.

No.

A lot of linux distributions for instance actually ask you use torrent files for downloading since it takes the load away from their servers from a HTTP download.
 
I remember reading in one site that a grandma from Canada got fined bcoz she downloaded a game torrent ..so I guess it depends on what country your living.

Sure but are they distinguishing what's being downloaded? The way things are today, maybe you can be taken down to the station for downloading Linux....I mean are they really caring for legit users here? My guess is they'll send C&D's to everyone or jail you for whatever reason.

Depends on location, for example I live in Germany, but now I'm with my family in Bulgaria. This 1 week here I downloaded nearly 500GBs worth of torrents not only for me, but friends from Germany requesting shit like crazy only cuz they are too scared from the fines out there. Now I have $1000+ worth of pirated software on my external HDD :D
 
If your really paranoid get a small VPS from a host that takes BTC, and use that with deluge or something to torrent. Then SFTP the box to download the file from your VPS. If your extra paranoid use a VPN when your downloading the pirated/torrented files from your VPS. That's what I do if I'm in Germany or UK.
