Depends on the price. They're good to diversify your backlink profile but don't expect to get too big of a serp raise from them

Web 2.0's, Bookmarks, PDF submissions etc.....
Don't expect wonders from these type of links these are good for diversity only.
In rare cases you may see some keywords (Ultra Low Competition) G dancing.
And yes these links give you some boost in metrics which people mostly use to sell low quality guest posts.

But there are some properties (also referred as parasites) you can use them to generate traffic.
Quora, Medium and YT are very good for this.

Leaving all that aside these types of links have a very good market and many sellers are banking good with it :D:p

I have ranked many easy keywords only building expired Tumblr and expired Weebly, there is a lot of crap out there, but there also very good expired web 2.0. I would suggest you to buy scrapebox, some proxies, and a VPN. For under $100, you can get a lot of expired web 2.0 and you can rank easy keywords. I have expired Tumblr that have links from nymag.com, mashable.com, elle.com, cosmopolitan.com, harvard.edu, and so on. You need to filter them manually, I suggest you to set a minimum trust flow of 4 for analyzing them. If you build many of them you can even rank a medium competition keyword, but it depends.

Some universities, some companies, and some rather famous people have their own tumblr and weebly. Finding a web 2.0 with edu links is not that difficult

Web 2.0 is death , many of it gets index then de-index quickly a day after

If you are planning for a long term project , stay away from spamming that

I use seo-rank.my-addr.com for metrics, i use a minimum trust flow of 3 and then I check their backlink profile manually. You can register some of them.

Like sunnyleon mentions such links are good for diversification but do remember that PA as a metric on expired tumblr is useless
