Just checked, not expired. Could be penalized because sudden huge increase in traffic and then huge decrease.

Def looks like a churn n burn project to me
A penalty will not cause the site to be unreachable. That's a seperate issue likely to do with the hosting provider or specific server on which the site is hosted. The traffic drop in the report you show in the top would indicate that something bad has happened to the site. It's possible that due to the accessibility issues of not being reachable is what is causing the drop in organic performance vs anything SEO related.

Seems like a test site, is a lot of traffics maybe testing bots, backlinks, you can't get like penalize or your website shut down, google only lower your rank when they discover what are you doing, it looks like a server problem, maybe couldn't take handle all those request at the same time and they took down the hosting services, or they got penalize by the hosting services that one is more credible.
