Are there secret instagram promo rings?

Title says it.

I know there are twitter rings that network together on tweetdeck and hootsuite in order to reach and promote to mass amounts of people (I'm in 9 myself). But I want to expand my promo beyond Twitter. Does anyone know if this exists for instagram? Or if there is a place or group chat to hire people connected on instagram for promo?

There are some instagram groups that offer free shout outs so long as you meet their requirements (at least 5k-10k+ active followers).

These groups are hard to find but the way I started was contacting people within my niche and tried networking with a lot of them.

Doing this helped me boost a lot of accounts for cheap or sometimes free.

Do you know of any IG groups that you can pay for promo? I have large twitters, just not IGs.
