Are there PPC Networks that dont approve sites by minimum traffic?

Not long ago, when we signed up for Adsense after the initial sign-up, we could embed the Adsense code on any site we wanted without having to go through any check.
Do you know of any PPC Networks Which works similarly?
My goal for my question is because I do a lot of tests and I have a lot of websites some of which do not have constant traffic.
So I would be very happy to know if there are networks like Adsense(in the past) that do not check the sites But only approve the account and can embed ads in any domain without any check.

All ad networks check the websites before approval.

Ad networks do not grow money on trees. At the end of the day they have to answer advertisers.

So there are no such networks.

That's why I gave Google Adsense as an example.
Once you have an account, you had the option to create ads code to be implemented in any domain.
Sure They should check, they can always check if the website you are using is legitimate..(In practice it does not matter when they do the check for website i am using, before or after implement the code)
the question is whether there is an Ad network that give you the option to create ads for to a number of different domains without waiting for approval

I think all of the adnetworks do some review about their partners - some of them use a limit of the registration or URL opening and the others check the traffic value before they start to monetize it ( i mean by using high and premium offers on your traffic) - as I remember Admaven have some traffic validation into the tags but on pop there is no minimum traffic.

Not exactly so, Tubecorporate doesn´t check sites and doesn´t have minimum of traffic, as well as Adnow
