Are the SEO packages here safe for new websites?

I'm asking about link velocity, that it is safe to add in a few weeks about 100 new links to a 6 months website with only about 20 links?

I saw some that I like about 70 - 90 $ that has among other 10-20 web 2.0 , 5-10 forum links , 10 EDU links, 5 PBN links, 10 - 20 article submission, and also comments and tier 2 links for indexing. Aren't these too much for a new website?

Also, how efficient are these backlinks in 2024? Isn't better with this money (70 - 90 $) to buy 1-2 high quality niche edit or guest post on high quality sites?
What do you think?

Personally, I'm not a big fan of these. Bought one package once, a few years ago and never done it again.
The nature of this field is that you can't really tell if something worked or not. I'd suggest to put the majority of efforts in keyword research and content.

What determines the safety of links you buy is mostly your knowledge and experience. If you know what you're doing, you'd hardly make silly mistakes that'll kill your website.

There are lots of services and packages that are safe for new websites and you can tell the providers to drip feed them.
 
If your site is new, start building the quality links slowly. Don't blast too many links on the same day and don't use tool-generated links directly if it is your long-term project.
 
I think its good for foundation links but don't create all backlinks in one day
 
Best that you work for yourself, use SEMrush tool and do backlinks from yourself.
 
Ask them to be dripfed to you.

But you are right, buying a few topical backlinks is much better than these packages. They're pretty good for diversification of backlinks as they usually offer lots of variation of link placements.

It is next to impossible to tell if they make an impact, I personally recommend only using them on t1, t2 backlinks. Never on the money site.
