Yes, of course "duplicate content" is the keyword.

So better 301 the domain with the lower rankings to the original domain.

Clarify the need, most of the time you can leverage it and use HREFLANG.
And then duplicate all the accounts for the sake of ORM, like TP for the COM and TP for the BG
