Are site scanner backlinks worthwhile?

Hey guys,

I saw in multiple backlink reports that much of my competition has a lot of backlinks from site scanners such as SEO scanners. They usually link to the website on which the report is based and sometimes they are even follow links.

My question is, is it worth it to track down those scanners to fill in your link with the goal of increasing SEO? or are those backlinks useless?

If they are worth something, does anyone know a tool that finds and submit your link for you?
