Are russian proxies safe to use?

I found a great deal on IPv4 proxies. The only problem is that they're based in Russia. Would these be safe to use for IG growth/jarvee follow/unfollow? Or would I be better off sticking to American proxies?

In my opinion its better to have proxy from your country, so if you have spanish profile use spanish IP.

You'll probably get a PV/EV when you first use the proxy but in my experience its not a problem to use a proxy from a different country than the one you were in when creating the account (I'm assuming you created the account yourself, in the US)
