I'd figure that most people posting stuff on the net about seo, are trying to promote their own service, so you can't really post links on their blog and expect them to get approved. I'd likely go for web design backlinks since its a similar niche, but from personal experience, anybody here had any luck?
Are relevant links hard to find for a seo website?

I would agree that trying to get any SEO task accomplished that requires cooperation with an SEO company would be more tricky because they know whats up. I have had luck with reaching out to others in the industry on collaborative efforts or even those that have either outsourced work to me or vis versa. Those both are definitely not easy tactics to setup but worth a try.
The web design route you suggested sounds good too.
