Are ports open on a VPS? Recommend me!

Hi! :D
I just want to clarify that ports are able to be opened or are open by defualt on all vps's.
I need a vps for 1-2 month use, and need it to be windows server.
Can you please recommend me a cheap vps for my needs? :o
