There were no major changes in the algorithm other than fine tuning, unlike in the past when they used to do major checkups. It seems nowadays changes are less violent or widespread, when they make them.

What seems to have happened in the past few years is, backlinks has slightly declined in importance with the rise of other metrics like UX, but they are still a major factor to rank and this is not expected to change in the foreseeable future.

They're much less powerful, not the way to go if you're starting a site that's vaguely decent. If you're starting 'bestbeardtrimmer2k18' then you've not got much choice I guess.
In the last 2 years I'd say links have got slightly less important, relevancy of the links is quite a lot more important and UX is a lot more important.

SEO hosting providers are not that popular anymore as they leave footprints, so the way to go is use regular hosting, in particular if they allow addons, ...

PBNs are still important but CTR, bounce rate etc. have become very important factors. Also links which drive traffic are more important than just links.

The two main issues now are 1) PBNs are TOO popular (too many people are out there looking for them), and 2) SEO is now a two-part issue (ranking keywords to get a site to a top position, and proving the site is valuable to visitors, via good user experience, to keep the site ranked).
Nargil and others have pointed out how difficult it is becoming to get 'first class' PBNs, or expired domains with strong TF and RD plus a clean history, and how prices to buy the best ones are often going through the roof. And unless you put long articles, videos, giveaways or other value on your pages, expect your site to later drop in the rankings even if you did the backlinking right. If the OP is wants to back into SEO, read the most recent stickied threads on BHW, and posts by bloggers like Brian Dean at Backlinko.

PBN still works just fine. I just have problems indexing them, which delays the whole testing procedure and the eventual Backlink to the money-site. Testing if the video-sitemap method is still working right now.
