2. Download a Copy for Linked Domain from Webmaster before buying PBN,
3. Then, Buy PBN links, after Seller said Order completed wait 3-4 days then check Linked Domain from Webmaster
4. Compare them, You can most of PBN there.
5. Go and Check If they are niche relevant as Seller promised, If not, Open Shitlist for that Fucker.

Also, One more tip, To make sure that website is PBN, Go over some latest post and see which website taking link, Then go to Other Suspected PBN and match if that website is Sending backlink to same website or not. If yes, then 99% both are PBN

Yes the only way to tell will be having access to Google Console for the site and getting the backlinks Google shows. But as @SiddharthW says, do this before and after your purchase.
If you have the funds, always place a 'test' order first. This should point their links to a site you use just for testing.
