Are PBN backlinks considered "good" backlinks?

Is it going to rank your website? If yes, maybe it's good backlinks.
Whether you think PBNs are good backlinks or not, ensure you only buy from networks that aren't public.

are pbns commonly bought on bhw public or private? how would one know if they were private or public?

So in terms of power of links that you can just pay for with no effort it's probably something like...
Homepage pbn links (low obl count) 10/10
Niche edits and guest posts on good sites 8/10
Private blog network links inner pages 5/10
Forum links 3/10
Web 2.0 1/10

People's definitions vary but for me if you build it yourself from expired domains it's private because only you link out from it.
If any member of the public can buy a link on it then it's public.

when i look on the marketplace, i, for instance, found a guy selling to only 50 customers for his pbn... so is he linking out to 50 different people then?

No, PBN backlinks are not considered "good" backlinks. If Google identifies that a website is using PBN backlinks to manipulate its ranking, it can lead to severe penalties, including a significant drop in search rankings or even complete deindexing from search results.

If you brought PBNs from seller who knows what he is doing your site won't be penalized. Yes, PBNs are against Webmaster guidelines but these links are great way to boost your authority.
