Are multiple web2.0 subdomain safe?

I am in desperate need of diversify my clients site with naked URLS. I made it too anchor text keyword heavy and GEE penalized it. I came to the conclusion that my site was not "smacked" by Big GEE by "re-adjusted", Why? because the site is still ranking on the second page for his brand keyword and still ranking on the 5 to 7th pages of the G SERP for the keywords his main home page was ranking number 1 for but they its the subdirectories that are ranking.

So to diversify the link profile I will be creating naked URLS only. All of the content will be hand created by me. My question is, I currently have anchor text links from web 2.0 sites like blogspot and weebly.

My question for the Penguin 2.1 update is:

Would it be a good ideas to create new subdomains with the new content and naked url on blogspot and weebly sites if I already have links from subdomains? I read in tons of places that Big GEE sees sub domains as brand new domains, so the links on blogspot and weebly should be safe, right?
 
I think success of web 2.0 subdomains will depend on the quality of content.
 
yes it will be safe provided you put unique content.
do not use keyword related usernames or blog names. Just make it very natural looking genuine web blog on those websites.
