Are Most Sape Links from Hacked Sites

I have heard a few people saying that sape links are from hacked sites. I believe they mean that the owner of the site does not know that we are getting links from their websites.

So, if not all, are most sape links from hacked websites?

Most of them if not all. Not worth anymore except you are using it on a churn and burn project.
