Is godaddy auctions a good place to buy domains with potential to be included in a PBN a good idea? Any help would be greatly appreciated!

1) Yes they are
2) Yes it is, but you can get burned easily. I'd start with expired domains and learn more about what a good domain is, then start bidding for others.

In godaddy auctions lots of fake PR, PR0 and low authority domains da. So you can go expireddomains website !! That's better to save your time.

once you set up wordpress on your own domain, you can control if the link is NF or DF. By default the out-links are DF

There are many website that will show you true PR.

Along with above method you can also try scrapebox,
there is an inbuild plugin to check fake PR.
