On one project, I built a few solid backlinks to a page with decent (but not amazing) content, and it barely moved. On another, I focused more on improving the content depth and structure first, and even with fewer links, it performed better.

I am actually experiencing the same thing. Although backlinks are also important, they are no longer sufficient on their own. Links no longer have the same impact as they did once if the content is weak. At the moment, I feel like backlinks just help you win more quickly, strong content gets you in the race.
