How do google penalty checkers work and are they accurate?

Is it true that algorithmic penalties expire after certain period of time?

I think they pick the phone and call google asking if a site has a penalty or not.(All sites that i tested did not worked).

Yes there is a video from matt cuts talking about manual and algorithm penaltys,and they expire but will depend based on the penalty.

Penalties are only known exactly to Google, but anyone can see their effects.
Will they be able to tell you if you've been penalized in some way? Maybe.
Will they be able to tell you how long it will last? No.

I have a site with seo type tools, and the banned checker isn't complex enough to really determine if a site is banned or not. I'd guess most online banned checkers are about the same, but the bigger seo tool sites might have one that is accurate.

That was the one I tried. And I do question their accuracy because google is so secretive that it would be hard to believe that there can be a way to determine if they actually imposed a penalty on a particular site.
