Are Google Cloud VM good?

Price to quality? Better than Hetzner?

One of the many host I have is Kinsta who uses GCP
I find that they are amazing fast, much faster than any other hosts I have used.
Expensive yes, but it's price isn't so much different than most Managed Host providers.

If you are going with GCP directly, you have to remember that Bandwidth is an additional cost, while nearly most other hosts (besides AWS) have quite a huge allocated bandwidth.
Making GCP/AWS one of the more expensive webhost around.

Depends for what and for which term.
I assume that is nothing what can prevent you from using/trying both and than make decision.

Yes, it’s the best. Network speaking google has the best infrastructure and their own cables around the globe. Awesome quality especially if you pick the premium network tier
