Yes, it works when it is well optimized.
 
directory links are usually good for getting traffic, not much for SEO purposes as they're usually nofollow. But if the directory is big and popular and can send traffic I would say get them
 
Do not know how above responses can say that it works. It is a completely outdated technique for SEO now and should be avoided by webmasters.
 
It is useful for link diversification I think and perhaps for EEAT if the directory is reputable.

Well, the popularity for Directory backlinks is declined, but web directories can still be a valuable way to reach your target audience.
 
Their effectiveness has diminished over time. It really depends on the quality and relevance of the directory.
