All depends on whether its salvageable or not.

AFAIK, deleted and expired domains would be the same thing.

If is not reused and have some decent links - perfectly fine. The problem is that the good ones are usually bought at the auctions/dropcatched, so you are looking at the trash for something OKish.

a deleted domain is an expired domain that hasn't been claimed in the grace period.

You need to check if it has a penalty. How good are links on it. 2 most important things when searching for an expired domain.

probably better than a fresh domain but don't expect miracles, if its not gone to auction its probably low power or spammed
