Are Bing (Vouchers) Dead? (not stacks, single use)?

I've created 10+ accounts in the past 48 hours. All accounts will take about 12-24 hours, start to get impressions and spend... However, I'll login, add the promo code and the account will NOT flag but will simply not spend and sit there for days. I know we can't combine coupons, but even so - the past 12-24 hours I havent had any success in getting simple accounts to go (after I add the coupon).

Thoughts?

TIP: Delay the Account Creation Process and adding the Coupon all together! Create the Account, then forget it for 5-7 days, then return and add the coupon! Hope this helps, it should work if everything else is O.K.
