Backlink will matter for SEO but it must be relevant with your content if you create irrelevant backlinks then they won't be of any use. You can see even the website which is on 9th & 10th position have 30,000 backlinks

As for me I use X-Rummer for Tier-2-3 backlinks. Also use only my own bases for this, filtered from spammy sites. Works well for LD queries

Still an important ranking factor.

X-Rummer and SENuke are useless now. If we are talking about Google.
Heard some marketers use them for Baidu in China. Have doubts about it. But need to test.

Backlinks are still the game changer... When done right it proves more effective in improving your site... However it all depends on choosing the right strategy..
