Are All Private Proxies Data Center Proxies?

Pardon the noob question, I am new to proxy use, and have only ever subscribed to one service selling private proxies.

They don't offer anything but data center IPs, which can be a bit of a problem.

Are all private proxy services selling data center IPs? If not, anyone know which ones don't?

The easiest to find proxies are usually data center IPs unfortunately.
