It was more of dicussion thread, but list will be interesitng for anyone wanting to go more legitimate route, although it will be not as straight as other scammy onesMaybe this list can help you :

Is your 'promise' legit? Probably not. So, deal with it. You are scamming people.
Of course not! It's like asking if all car dealers are scammer. CPA marketing is like any other online or offline business and it has its own pros and cons. There are many well-known businesses using CPA marketing as part of their online advertising strategy. So if a network is scam from point of your view, it may be totally legit for another person or company. Just the same as other areas, there are low quality networks and programs in CPA marketing as well but you can protect yourself by doing your home-work:Do you know any CPA offer/programm that are not scams?
For example an advertiser may decide to pay for 10% of leads saying some stuff like "these leads aren't unique".But number of things still can go wrong...
