Do you know any CPA offer/programm that are not scams?

Very few and it's funny noone talks about this.

Sweeps? Scam just like lottery but with no big win distribution.

Dating? Scam, men sign up to sites with fake females profiles.

On and on.

Try CPS or ecom offers some affiliate networks like Clickdealer have. Those are legit.

It was more of dicussion thread, but list will be interesitng for anyone wanting to go more legitimate route, although it will be not as straight as other scammy ones

This is the thing in the shortest form.

Almost every CPA offer is scam, and few are legit.

Legit offer is mostly download an app from app store.

There are some offers, that are affiliate networks, I don't count that in CPA, where you simply promote the product and earn cut.

Offers where you need to submit your email only, or pay with credit card, or SMS, etc etc, are all scam. Maybe 99% just in case.

If you want to do 100% legit WH CPA, then you need to pick a single offer that is legit.

Install TikTok is example offer. User install TikTok and offer is real, not misleading.

But what about you, and your site? Are you actually calling the user to just install TikTok or you are promising something in return?

Is your 'promise' legit? Probably not. So, deal with it. You are scamming people.

Is your 'promise' legit? Probably not. So, deal with it. You are scamming people.
Most people run Sweepstakes Lp with download offers or cc submit
But I wouldn't say I like that kind of work, some WH no misleading no lying could be better
 
These are not scams browser ad blockers, Antivirus, vpns, app installs.
You get the actual thing.
Ad blockers, some vpns and some app install are free so end users don't pay but take an action, a in cpa.
But number of things still can go wrong...

Of course not! It's like asking if all car dealers are scammer. CPA marketing is like any other online or offline business and it has its own pros and cons. There are many well-known businesses using CPA marketing as part of their online advertising strategy. So if a network is scam from point of your view, it may be totally legit for another person or company. Just the same as other areas, there are low quality networks and programs in CPA marketing as well but you can protect yourself by doing your home-work:

Research on Network background: Legitimate networks like Maxbounty, Clickbank or CJ have a solid track record. Checking background of each network lets you stay away from scammers.

Verify Offer: When you see a CPA offer that pays you +$10 for a single sign up, it should be considered as a red flag. Normally, legitimate offers do not go higher than $5 for a single opt-in sign up for example.

The Terms Are Transparent: In legitimate networks you know exactly how and when you will get paid unlike scams that are trying to hide this info or change it regularly.

Never go for networks with upfront payments: Legit CPA networks never require you to pay a fee for joining them, so if you see a network that wants you to pay upfront to join them, they are generally suspicious.

Check Reviews: There are some resources that check reputation of CPA networks in a regular basis; by checking reviews of each network in these sources, you can identify networks with poor reputations. https://www.affpaying.com/is one of the best resources to check CPA network reviews.

I wouldn't say there are a scam, but 99% of them are to build lists/ grab information from the end user.
