No, and also there are no Segwit addresses, only Segwit transactions.
bc1.... addresses are native segwit
3... addresses can be yes or no.
The only way to tell if an address starting with 3 sent a segwit transaction is to look at the actual transaction in a block explorer and see it it has any witness data attached.
