Are 'alexa top domain list' backlinks spam ?

I started getting these weird 'alexa top domain list || page XXX ( random number ) ' backlinks from from sites that are from .in or .ng. Should I disavow ? They are no follow but my DA went from 21 to 19 this week so im wondering if this is the reason why.Any ideas ?

If they effect your rankings then disvow them

everybody with these seems to rank very well.

They come automatically when you start ranking, so there's no big issue here.
