Are 4G proxy providers scamming users?

In most countries, including the USA, data package and local BTS bandwidth is limited. Mobile data in the USA cost $5-$20/gb. Even packages you can buy are limited to 50gb-100gb and they are expensive. Where is the profit in such business?
It's simple, gather 50 users, set them bandwidth share and charge all of them $100/month. If they use the package, just switch the sim card and here we go, again.

I think it's better to find some quality, high speed static residental proxies where you pay / 1gb. Here I have observed really highest speeds and nobody cheat you with these IPs.
