Let's say I have a website. It has no traffic, only what I send through ads.

If a visitor lans on this website, he sees 10 links on the home page.

90% of the visitors will click all 10 links. It's just how this website works, this has been tested.

How to monetise this?

I could go with direct links on Adsterra. But where to buy traffic? What countries?

I have no idea what arbitrage is... I mean, I know but very little, never done it. But I think there is potential here because every click I pay will get me 9 clicks to sell.

What would you do?

If you have your own website, you can try to get some banner ads in your website then that is adsense for contents, or you can make a search bar in your website then that is adsense for search
the common point is the budget also your profit are all comes from google adsense
and of course you can also try to get ads budget form yahoo/bing
that's the logical, as for how to get make it, maybe connecting with some BD/AM from google adsense team
 
That's the thing, I can't put ads on this website. The only tool I have is - every visitor will click on 10 links. That's it.

hard to explain, but your ads budget should be from google adsense, bing or yahoo, maybe try to contact their monetization team for help
 
i cant understand what you are saying why every person clicks 10 links? what are those links?

What ever I want, I put those links in. And every visitor will click them once.
 
Depending on the niche I can send FB ad traffic on your website.

In US, it costs me 0.02$ per click and in India, it costs around $0.0025 per click.

Okay, so you've basically got a click multiplier site - that's an interesting angle! Since you're getting 9 'free' clicks per visitor, arbitrage could work, but there's some math to figure out first.

Most arb players would test cheap Pop/Push traffic from places like:
  • PropellerAds (good for Tier 3 like India/Brazil)
  • Zeropark (solid for Tier 2 like Mexico/Indonesia)
  • AdCash (works for some European GEOs)
But here's the catch - you'll need to:
  1. Track EVERYTHING (CPC vs payout per link)
  2. Probably use an anti-detect browser (like AdsPower) to test different link combos without getting your accounts flagged
  3. Start with small budgets ($5-10/day per GEO)
The sweet spot is finding traffic where your EPC (earnings per click) is higher than your CPC. With your 10x click ratio, even $0.001 CPC links could work if you stack enough of them.

Ever tried popunder traffic? That might pair well with your setup since users tend to click more when they 'discover' a tab.

I guess it depends, whether they click all the links because they want to, or they're forced to click the links. That's a big difference in terms of conversion. Sounds like the latter to me.
