I read and write the language also other members in here do the same but most of us SEO in English/French and other Latin languages .
Even though I read in arabic it is really rare that I use Google on Arabic to search for Arabic topis .
SEO should not differ much from the ''normal'' SEO , you just need to do the anchor texts in arabic . A lot of arabic Blogs and forums have high PR's , but again you need to find those manually or have a footprint in arabic to throw in SB or Xrumer to find those high PRs.
It is doable but you need one patient guy to do it

I'm an arab from egypt tried this before most site like social doesn't support arabic language so in you tried to make backlinks they will refuse or will change it to symbols
i tried before it will be easy much more than other languages but you will face another problem is the price of ads for arabic langauage is low

It is very easy to do SEO for countries like that. There is so little competition that you can do very little work and rank very high.

the arabic internet space is filled with forums, and google ejabat (google answers)
all you need to do, is do keyword research, write articles, and you should rank. Because there's literally NO competition.
after all content is king, and if you're the only one with good content, you'll rank.
PS arabian internet market is un-monetizable

just like mak111 said, it's an easy competition but you don't have a lot of monetizing options
Even Google algo is not as advanced as it is in english and other languages.
You could give it a try and judge if it is worth your time
