Could it be that your bid is below the keyword's threshold. It could take a day or to to display the message.
Another thing that could have caused this is if you tried to target audiences, too, making your potential reach too small.
My last suggestion is to check whether your keywords are set to bid only or target and bid. If they are set to 'bid only', your campaign is technically running without targeting.

Can you try setting up the campaign manually?
It will give us better understanding for what could've gone wrong.
Plus, smart campaigns often take some time to start showing so it can be that there's nothing wrong with your campaign at all.

Assuming you're running ads for a real company, you should have no problem providing the needed documents if you are ever required to. Another thing you can do to increase your trust in Google is to go through their advertiser verification process.
