Apple ID “Your purchase could not be completed”

I was banned from a app now every time I try to purchase something on the app I get this message that says “your purchase could not be completed.” I have changed my ip, created new apple ids, completely erased everything on my iphone and set it up as a new device, I even used a new device but nothing works. I can make purchases anywhere on any other app just not on the app I was banned from. Anyone know what I could do to not be detected by this app so I can make purchases on it again? Thank you

Your device UUID , GUID and Serial remains same so no matter how many times you reset you are banned by hardware restrictions.
